1. **In the Toolbox, click the New Layer icon**.

A new white layer appears on the Background layer. A white box with a downward-pointing arrow on top appears around the box as you click. That arrow lets you know that you’ve chosen the New Layer icon.

2. **Click the New Layer icon again, and then click the Green circle to the right of the word “Background”**.

The New Layer dialog box opens with the Background layer highlighted. You see a box with the new layer’s name and that downward-pointing arrow.

3. **In the New Layer dialog box, click OK**.

Photoshop displays the newly created layer and adds it to the Background layer (Figure 11-17). Notice that the top of the newly created layer is darker than the rest of the Background layer’s background. That’s because the newly created layer is more transparent than the Background layer.

4. **On the left side of the Layers palette, click the Background layer**.

The Layers palette collapses, leaving only the Background layer visible, and Photoshop displays the Background layer’s contents in the middle of your monitor.

5. **To the right of the layer’s name, click the Info panel’s Transparency button (Figure 11-18). In the Transparency box, make the settings on the right side—1% for the Background layer and 99% for the new layer—as shown in Figure 11-18. Save the settings**.

Photoshop updates the settings, and the Background layer turns into a 1% transparent rectangle, with the new layer showing through. The settings you set for the two layers in the Info panel remain in effect. If you don’t save your changes, you won’t see any changes from this step.

Creating images in Photoshop Elements

Create a new image

Create a new document with the following settings:

Resolution: 72 pixels

Dpi: 72

Paper: plain paper

Print mode: greyscale

Create a new document and give it a name by pressing the A icon (shown to the left of this text) then type the name.

You can start your image with an empty canvas by going to File then Options and clicking Choose a template. Select the Blank file icon and click OK. This will be a 72 dpi document with an automatic resolution of 72 dpi. You can change this at any time.

To add a layer of content to your image, click the Layers tab on the top tool bar. You can then pick any layer and move it over your canvas by clicking it and dragging it to the desired location.

The Format tool can be used to edit the contents of a layer (or any other object in the document) by clicking the tool and then selecting the layer (or object) then pressing the OK button (see image below).

More than 700 Russian warplanes and naval ships have been rerouted away from a US-led military coalition against the Islamic State (Isis) from the Mediterranean Sea into the Black Sea, the US-led anti-IS coalition has said.

The move followed threats by Russian President Vladimir Putin to target the US-led coalition, after the US navy downed a Syrian military aircraft and as tensions continue over the situation in Ukraine, the coalition said.

The US has been providing its forces in Iraq and Syria with air cover since September 2014, when Russia began its air war in Syria.

The Kremlin said it sent warplanes and ships from the Mediterranean Sea to the Black Sea after the US-led coalition fired at Syrian military planes entering Iraq’s airspace.

“The Russian command received information that aircraft and ships from the US-led coalition carried out air and naval strikes in the Syrian coastal waters and the eastern Mediterranean,” the defence ministry said in a statement.

After the US warned against the Russian air strikes in Syria, the Russian defence ministry said it would respond in kind – warning that any US missiles or drones that might be launched against Syria would be met with an appropriate response.

“In the framework of this assumption, the Black Sea fleet from the Russian Federation has been sent to ensure security for Russian naval vessels engaged in providing naval support to the Syrian army in the fight against international terrorists near the country’s coast,” it said.

It said the transfer of the fleet, which involves 69 planes and seven warships, followed “the Russian command’s decision, based on the information it received, on the need to switch to the Black Sea fleet’s zone of action, as a defensive measure to ensure security of the fleet’s ships”.

The statement did not specify whether the flights and ships had already arrived in the Black Sea.

The US-led coalition said it was withdrawing its forces from the Mediterranean Sea after a separate meeting with the Russian defence ministry in Ankara.

“The coalition does not intend to conduct air operations against Syria from the Mediterranean Sea. Coalition and Russian defence officials decided that the location of the Combined Joint Task Force in the Mediterranean Sea is no longer appropriate for the US and Russian navies to operate together as part of the Global Coalition to defeat [Isis] in the counter-ISIL [Islamic State] campaign,” the coalition said in a statement.
